Hapu's design feels out of place

I don't know why, but from the moment I saw her, I though she was supposed to be a petite middle-aged woman. That's what her design led me to believe, at first.

It was weird when she was revealed to be a kid.

It's still weird. For some reason, she doesn't look like one.
