It's my favorite, design wise at least. I think the "hair" is kinda stupid, but I think that it's a good composition. You have lines, consistent patterns, some good contrast in its color palette.
I never really liked any Eeveelution, aside from using Espeon as a kid because it felt like the de facto evolution when I played GS as a kid, once I figured out that Umbreon didn't do offense very well.

Sylveon is still the best all-around
