With all of the volcanoes heatran shows up in, I just assumed it was a rare pokemon on the surface. They're actually numerous down in the mantle and breed down there, hence the genders. It'd be pretty neat too. People just saw it on rare occasions when one popped up and caused some damage. Maybe they learned how to get a reaction from them using magma stones or something.

Well, Swampert completely dominated gen 3 and it checked a lot of things weak to ground (Metagross and Tyranitar being examples).

I honestly think that Heatran in gen 3 wouldn't be very good. But gen 4's powercreep made Swampert less dominant as it couldn't reliably check offensive set up pokemon anymore.
