Water is the type that benefits the most since it boosts its STAB and Water-type users tend to get Rain abilities like Swift Swim and Hydration.
Sun boosts Fire STAB, but very few Fire-types get buffs from their abilities in Weather. meanwhile, plenty of grass-types have weather related buff abilities but their strongest Fire-type attacks tend to be Weather Ball or Hidden Power, and they take more damage from a type they're already weak to in this weather.
Therefore, you need either:
>Fire-types with sun abilities
>Grass-types with stronger Fire-type attacks
Sand is generally fine because there are 3 types that aren't hindered and those pokemon tend not to lose much when their weather goes down.

Still, Sand Rush, Sand Force, and Sand Veil are fairly common among Ground types. Steel is already one of the best types in the game so it doesn't really need the buff (compared to Grass for Sun which is one of the worst types)
