This new guy in my dormitory was talking to me about Pokemon
He was talking about how Dragonite looked stupid compared to Dragonair, and I joked that maybe Dragonair should've evolved into Gyarados. Then the guy was like "Oh, and have Magikarp evolve into Dragonite? What kind of sense does that make? The weakest pokemon evolving into the strongest non-legendary in gen 1?"
I responded that Gyarados is already plenty strong, so his argument was invalid. Then I told him that Gengar and Alakazam had more or less the same in-game powerlevel as Dragonite. He responded "their stats aren't as high, so by default Dragonite is more powerful."
I told him that was absurd, and that stats aren't the only thing which determines a pokemon's usefulness in battle. He just laughed
The more I think about it the more I realize he may have been right.

There are pokemon like Seismitoad, Quagsire, Gastrodon, A-Marowak, Magnezone, etc. They don't have incredible stats but fill niches that allow them to hang in OU.

Stats aren't the only thing that make a pokemon useful in battle (movepools and typing are other factors) but if you're trying to gauge how "strong" a pokemon is then you could go just by stats.
