This art was done by Goodra's original designer. It apparently lays on its belly when it's not standing around, but it's never really shown in any other media. The progression of the line makes a lot more sense with that context.

That still ignores my main problems with goodra. Why does it have eyes now? Why does it become so bottom heavy? Why does a snail grow legs? Why didn't they keep the goofy lopsidded grin of the prevolutions? Goodra is just garbage.

Goodra might not be perfect, but wanting just a bigger sliggoo makes no sense to me. Is like if people suddenly started complaining that hydreigon ruined zweilous because it isn't a bigger two-headed blind dragon anymore.
