Can anyone explain to me why Incineroar doesn't get Fire Lash?

Because Game Freak hates us and will never give one of the best physical Fire moves to the mons that need it the most, while the one that actually does get it focuses on special attack. Incineroar, Flareon, the list goes on.

Heatmor doesn't have a whip either, and its tongue or whatever it uses for the attack and to slurp Durant is just a long, thin stream of fire.
