you can trade mega stones locally so no you can't ban someone simply on that basis

only if you sync your game with global link then alter obvious things like trainer gender/id,name,+999 masterballs then sync your game again.

you can still use wondertrade/battlespot/gts

you can get 999 masterballs but it would take days if not weeks for all the trading.

you can unban yourself though.

Yes they can , it's clearly against the rules to have any hacked pokemon, no matter the source, if someone trades you a 6IV ditto (obviously hacked) and you breed your pokemon with it, then that's cheating
