Different roles doesn't mean their usefulness can't be compared. There is nothing that can replace Protean Ninja's role, and it's versatility is a lot more useful than a simple set up sweeper.

Ash-Greninja is not only a nightmare cleaner for offense. it's also a wallbreaker. it can threat balance too.
it's not good against stall because it's needing that one kill, but if it can get in on something like quagsire/Sableye, it can start to pressure it too. while protean isn't good against stall and kill himself with suicide orb

It makes both forms better because a team that doesn't have a way of dealing with Jobfrog is likely going to lose to it, and most of the mons that deal with it (Tapu Fini) lose to Protean.
