Sheer Force would be pretty good, but it's stupid. That doesn't fit with Flygon's design at all. It looks like a fast dragonfly. Give it +20 to ATK and SPE.

It's basically supposed to be a faster, more frail Garchomp.

Also Quiver Dance would absolutely be okay because it looks like the kind of mon that should get it. And its movepool is too shallow to be a monster sweeper, so it's fine to give it that kind of move.
