Not necessarily. Most IV combinations will change HP type if you change a single IV from odd to even or vice-versa, but there are a few that don't. The solution is as simple as taking a few of those redundant combinations and changing them to HP Fairy (e.g. x/31/31/31/30/31 would give HP Steel if x is odd or HP Fairy if x is even, instead of always giving HP Steel like it does now).

Hell, they could even make it so the new system only applies to gen 8 native Pokemon and transferred Pokemon are unaffected. There is literally zero reason not to do it, but Game Freak is either lazy or stupid (or both).
