The longer they make you wait for it, the more desirable and in demand the pokemon itself is.
Also, GF is lazy anyway.

But seriously, a lot of event Pokemon are paid sponsorships. It might not seem relevant because most of the location based ones are in Japan, but it's not much different than trying to monetize something like online media or games. If GF can prove that they have X amount of players that participate in the free internet based distributions, it helps sell the location and code based distributions.

Also, GF is lazy. And Japanese. I doubt they're willing to budge on reconciling their ideas of how long gratification can be delayed with the Adult players' opinion of how long you can delay gratification before you stop wanting the gratification altogether.
