Why is frost breath not used more competitively?

It has the same power as Ice Beam when you count in the guaranteed crit. Problrm is Ice Beam can freeze and crit as well

The only thing I've seen it being used for is doubles Anger Point. If it's 60 BP and non priority, it's not going to get much use outside of that.

Because it has shit distribution. If they gave it to a Mon with sniper or technician then it would see use

After the crit, it has the same base power as Ice Beam, but with lower accuracy.
Ice Beam can inflict freeze, while Frost Breath cannot, and even though their functional base power is the same, Ice Beam's real power is higher because it can also crit on top of the normal damage.
Next, defence boosting isn't really a common strategy, since Toxic doesn't care how high your defence is.
Finally, it has terribad distribution, with literally nothing learning it except ice types which means even if a team decided it wanted it, the odds are solid that it doesn't have a pokemon who can learn it.
It occasionally sees use on an Anger Point meme team, but honestly a Beat Up+Justified team does the same thing but with a better receiving Pokemon.

On top of what everybody else has said, it also has the same pp as ice beam, 10% less accuracy which can fuck you over due to hax and it loses its gimmick if you ever come across anything with shell/battle armor (which admittedly, Drapion and maybe eviolite Type: Null is the only things you'll see that have it and don't resist ice)
