Doubling all stats, among other things, makes Pikachu the fastest Pokemon in the whole game. Faster than even Deoxys Speed form. Doubling a maximum of 306 Speed puts him at 612. Even with a Choice Scarf, Pheromosa wouldn't go first. Only priority would attack first without some kid of set up.

I honestly have no idea, I kinda took a break from showdown before S/M dropped, and haven't really made any effort to get back into competitive Pokemon. When I looked up RU videos and saw the likes of Metagross I was kinda shocked.

I used to love Weezing for its great defensive typing + ability, the decent physical defense, and the will o wisp access (combine that with infestation and a good prediction and you could just suck someone dry using rest as recovery). He also has a surprisingly great speacial movepool, I had some fun last gen using specs weezing in RU.
An unreliable recovery was kinda his dealbreaker though in all of those sets.

Weezing is in NU, where it relies on black Sludge, Pain Split, and Wish support for recovery. It is usable in RU, but outclassed. If it got recover, it would be a solid mon in RU and maybe UU. Think of Mantine, but physically defensive with a better defensive typing, but no defog.
defog could make sense on it tho, with the whole gas thing, but that's just my two cents
