Basically, the elemental monkeys are your three starter choices, but if you decide to be a smartass and leave without choosing a starter, the professor will tell you to come back and offer you a Pikachu if you don't like the other 3. Evolutionary stones become available around the point trainers are level 30. I didnt think much through except for the section with Krookodile and Salazzle, but that route would be a weird mix of Desert and Acid where Ground and Poison types congregate, could probably add Gliscor in there too. Think Desert Ruins from Spyro 3 in terms of how it'd look.

Here's a Pokedex I made a while ago for a region with no regular animal or plant Pokemon. It was supposed to just be inorganic-looking Pokemon, but there weren't enough so I filled some spots with huminoids. The starters and Druddigon are supposed to imported form another region.
