It needs to be given Queenly Majesty over Pressure. It would still suck, but better than nothing.

It could have been re-typed to be bug/fairy last generation, but sadly, that never happened. It's stuck below mediocrity with all the other bug/flying pokemon with bad stats.

Bug/Flying. That's literally it. If it was pure Bug with Levitate, it would be in a far better position then it is now.
