Oh hey, it's that one Primarina obsessed (or pretty much obsessed with sea life stuff in general) flamboyant open (?) boye. Link may have changed, but I still recognize his art. He was one of the biggest, if not the biggest Primarina fan way back when the starters' finals weren't completely confirmed and all he did was Primarina fan art.

He also did fan art of the rest, but he did a lot more of Primarina IIRC.

That's because the character alongside Popplio is just a self-insert of the person behind the Tumblr link OP posted.

It's not a gijinka at all, this guy who put himself in OP's image just has a major boner over anything mermaid-like, like >>31572547 mentioned
