It's supposed to be symbollic. They represents the three states of matter. Steel represents solids, Water represents liquids and Ghost represents gasses. Also, it fits with diamonds being the hardest material on the planet and pearls being found in the ocean, I guess.

I gotta say that the gen 4 box legendaries are probably the worst realized concepts out of them, along with maybe the gen 5 ones. Not talking about the designs being good or bad btw, just the concept realization. Using abstract concepts to base legendaries around doesn't seem to work that well. Can't really express shit like time, space, truth or ideals in a monster design, but you can express shit like the sun, moon, life or death in design pretty well.
