Simipour's eyes aren't closed, they're open. The upper parts are the eyelids and the lower parts are its empty white eyes. This is because Simipour is probably based on the "see no evil" monkey and is in fact blind.

Source: you can see Simipour's 3D model blinking in some occasions. There's a cool gif demonstrating this but I don't have it saved unfortunately. Once you're able to see Simipour with its eyes open it starts to look scary as hell.

Pansage = Say no evil
Pansear = Hear no evil

However upon evolution they got rebellious and actually did the opposite.

Panpour = See no evil -> Simipour looks like a gal or some similar japanese subculture, so instead of seeing no evil it makes others "see the evil" through its appearance
Pansage = Speak no evil -> Simisage looks like a bosozoku, which is a japanese subculture of young people riding bikes, which are noisy.
Pansear = Hear no evil -> Simisear looks like a gangster, which actually say tons of bad things (I can't recall the origin of this one, I believe it was this one tho)
