What does the plusle at the bottom right of this card mean?

That's what doesn't make sense - this particular card comes from the EX Deoxys set, which has some sort of diamond-shaped, black logo, so it doesn't match with this plusle. I've heard Grumpig was the prerelease card for this set, could it be that this is what marks "special" cards like that?

It did come in the EX Deoxys set but it was also released in a theme deck. Many of the cards that are released in theme decks get their own numbering or symbol. It's the same card overall but it's a "separate" entry for it in a collector's sense.
