Ice Spikes sets an entry hazard around the target Pokémon. Pokémon on the target's field receive damage upon switching in. The amount of damage inflicted upon switching in is affected by type effectiveness against Ice. It also does not stack if multiple layers are set. It does not damage Pokémon with the Ability Magic Guard. The moves Rapid Spin and Defog remove the effect of Ice Spikes; Rapid Spin removes Ice Spikes set around the Rapid Spinner while Defog removes Ice Spikes set around the target of Defog. Fire types melt it on their side of the field when switched in.

Look at the distribution of the move
Mostly crap or mostly offensive ice mons, glalie, cloyster, coldsteel, mamoswine, and avalugg
Now look at sneaky pebble distribution.
If ice spikes is only limited to a select few ice types, and that ice and fire types absorb it when switching onto it. It should be mostly balanced, although rip landorus, gliscor, and any type 4x weak to ice
