Ice Spikes sets an entry hazard around the target Pokémon. Pokémon on the target's field receive damage upon switching in. Look at the distribution of the move

Mostly crap or mostly offensive ice mons, glalie, cloyster, coldsteel, mamoswine, and avalugg

Now look at sneaky pebble distribution.

If ice spikes is only limited to a select few ice types, and that ice and fire types absorb it when switching onto it. It should be mostly balanced, although rip landorus, gliscor, and any type 4x weak to ice
