Mew from the actual event have DVs locked to 15/15/15/15 so no, they cannot be shiny.

However, if you injected one with the same OT/ID as the event mew and gave it a DV spread that would make it shiny, bank does not actually block it.

Best thing to do for that is
1. Duplicate rare candies
2. Get your pokemon up to level 97-99
3. Battle some route 1 shitmon until you get the EXP to the right amount for the nature you need
4. Transfer, then get them the rest of the way to level 100 and bottle cap the stats that need improvement.
