The difference between the strategies used by different spider species is enormous. Diving bell spiders aren't particularly fast. Not every spider is a wolf spider.

The speed stat isn't literally how fast the Pokemon can move, it's initiative.

Arcanine is not that slow, it has 95 base speed, which is pretty good for a gen I pokemon especially considering its other stats.

I do agree that they should reflect dex entries better though, Arcanine is described as a very fast runner. Then again, running speed is not the same as fighting speed. It's not like a fast runner necessarily also has fast attacks.
