Pokémon were never supposed to be shiny in Gen 1, the Shiny transfer was always unintentional when transferring to Gen 2, because Shinyness was based on IV's back then.

When transferring to Gen 2, a very specific set of IV's would end up changing your Pokémon to a Shiny.

Some people would SR Legendaries in Gen 1, and use an IV calculator to figure out if they had found a Shiny.
