Most steel types are just surrounded by a metal casing. Lightning passes through it with relative ease, and wreaks havoc on the sensitive bits inside.

A case could be made for steel having an electric weakness, but it could be balanced out by say, making electricity do less damage to fire types. The extra heat makes the molecules farther apart, thus, more poorly conducting electricity. Think when ash challenged Blaine, and pikachu's electric attacks didn't work. Also consider that superconductors work best when kept extremely cold.
