Tapu Fini for rock removal and to protect from status. Dugtrio to remove Chansey, CharX and Heatran. Tyranitar removes Latis and ZardY.

Is Fini a better defogger than Latias?

Fini is downright the best hazard remover for Volc. Latias was basically Tyranitar bait and once TTar removed it if they set up rocks Volc was way less effective (Not to mention still weak to TTar). Fini's misty terrain also helps a ton and she can also half the hp of literally anything that switches in allowing Volc to easily kill it after a boost.

Ideally you will be keeping pebbles off the field as much as you can but once you remove their pebbles setter then you can set up your own. I personally use Ferrothorn since it punishes physical water types which are one of Volc's biggest weaknesses and punishes opposing Finis from removing them or taunting you but at the same time it's a free switch for Zards which is something you want to avoid.

Now my team consists of Volcarona, Fini, M-Gyarados, Celesteela, Xurkitree and Garchomp (with a stealth rock set).
Would it be beneficial to replace Chomp with Ferrothorn then? Should I also swap out one of my team members with Dugtrio?

Garchomp can punish some physical water types (Somewhat) so I think he's just fine, just be careful with Azumarill. Also Duggy's main boon is the guaranteed removal of Chansey (And Heatran if you don't have HP Ground on Volc) but the rest of your team seems to handle them just fine.

The problem with defog is that it removes hazards on your side as well, so what use is there to have a hazard setter + a defogger? Going back and forth to set hazards, then defog, then set hazards again looks like it would be a waste of momentum.

Try playing around it. It's not absolutely necessary to have hazards on your opponent's field when Volca Ronald arrives. Especially if his mons already took some chip damage. What's important is to not have rocks on your side of the field when Volcarona comes in to set up.
A lot of the time your opponent will defog before you do anyway. Hazards don't have to stay for the whole game.
Use a spinner if you want but most spinners are not that good this gen.
