Is regular Blastoise still any good? What are your reccomendations?

Megas, Speedy Chicken, Contrary snek, and Shillninja have been the only starters to ever be relevant.
Charizard was almost relevant in gens 2 and 3 with Bellyzard as a gimmick, but even that was basically shit.

Weather is no longer permanent so RainDishToise is no different from Stallrein. Weather is only good for offensive teams these days.

Vaporeon, Starmie, Slowbro, Cloyster, Gyradoes, etc were all better than Blastoise. It was always an outclassed Water type.

Not saying they weren't, but you can honestly say about most starters. Blastoise isn't the best choice but it's serviceable enough. It had more versatility than Charizard or Venusaur .

Blastoise's main niche is of a Spinner. It is generally outclassed in any other sense, though it also has a niche in its wide coverage options.
It can also run a gimmick Scarf/Water Spout set, but this is not very good.

I'd go with
Fightinium-Z/Steelinium-Z/Darkinium-Z

Rapid Spin
Scald
Aura Sphere/Flash Cannon/Dark Pulse
Roar/Ice Beam

Basically, Blastoise pulls double duty as your spinner, and an eliminator of a specific threat your team needs rid of. The Z-Move should OHKO, provided you score a properly rused SE hit. Otherwise, just spam Scald. Ice Beam is for if you really need that coverage, but I'd favor Roar for the utility, since Blastoise is mostly centered around specific moments anyways.

If your Z-Slot is taken, Blastoise can run a decent enough AV set, since it has such nice coverage, and can still do utility work while wearing it. If going AV, I'd suggest

Thats actually Venusaur. Its bulky enough to run defensive(Poison immunity is huge) and has the firepower for offensive sets. Thats why it was one of the most reliable weather pokemon in Gen 5. Its stats were very well rounded for a starter. Whereas Blastoise lacks the firepower to even be considered as an offensive threat.

Actually, not quite.
Venusaur had an advantage none of those others did in Leech Seed. Mind you, Leech Seed wasn't a huge name in gen 1, but it was still an untapped niche. It was most directly outclassed by Victribel, which was generally more offensive, but less defensive then Venusaur, while it was much faster than Vileplume or Exeggutor.
Blastoise on the other hand was almost entirely outclassed in every sense by Lapras, Slowbro, Vaporeon, or Starmie. Ice typing wasn't the death sentence it is today, and Psychic was a major boon.
Blastoise didn't have as much setting it apart from its competition as Venusaur did.

mirror coat is great for surprise skills.

We're not talking ingame. We're talking comptitive. Where Starmie, Slowbro and Tentacruel made Asstoise obsolete but where Charizard being the fast (fire)spinner gave it a special niche.

Even ingame its delusional to call it 'the most viable in the late game'. Late game you have tons of alternative good water types like Tentacruel, Vaporeon and Starmie, whereas there's not that many good Fire or even Grass types to choose from. Most gen I Fire types were crap (like Flareon) or required you to stick with a weak pre-evo until you get a strong Fire move (Growlithe, Vulpix) while all Water types can learn Surf, and Starmie can even learn Psychic as a boon.

All Grass types aside from Venusaur are also shit in-game because they learn their better offensive STAB moves way too late.

Blastoise is the only starter that's completely redundant in the late game.

I've been playing around with Z-Rain Dance Blastoise in doubles. It's neat with Rain dish because you effectively boost your speed, water attacks, and provide small recovery all in one turn.
