They actual originally intended to put ho-oh, among other gen 2 pokemon, in the gen 1 games but eventually scrapped them. They wre then used for gen 2. That's why if you send a specific misingno with the right hexadecimal number from gen one to gen 2 it turns into a ho-oh.
