As others have said, a redistribution of stats rather than movepool is what's needed to easily boost Decidueye.

However, if we were to attempt to buff Decidueye considerably through movepool alone, we could get pretty far. Shadow Force, Power Whip, and Focus Blast would help out its offensive sets enormously, while Taunt would round out its support movepool. It wouldn't mind access to Agility either, it's unlikely it'd use it very much, but having access to it forces your opponent to have to play around more things before you reveal your moveset.

Decidueye overall already has a pretty good movepool so there's not much you could realistically add to improve it. I don't think those 3 changes would make it OU, but it'd help considerably.

If you really wanted Decidueye to be OU with only move changed, it'd need absurd moves like Shell Smash, Sacred Fire, or some other nonsensical shit that would never happen.

Decidueye's movepool is pretty good, it has enough to feel 4 MSS handily. It can trap, setup sweep on both attacks, baton pass, it might like better special coverage so it can run Nasty Plot better, but that wouldn't make it OU.
Decidueye's main problem is meh typing (great for a starter, but be realistic), borked stats (It has the problem of being too weak, too frail, and too slow at the same time), and no ability (shared by many starters.)
Moves aren't how you fix it. It needs a bullshit ability, or a bst overhaul.

Its called Early Rising in Japan, which is why. If an ability or move doesn't make sense to you, look up its Japanese name before you embarrass yourself.

Decidueye should have Speed Boost so he can ascend to Ubers where he belongs, possibly even AG.

Bulk up. This helps mitigate its piss poor defense while also boosting its physical attack, something it definitely uses more than special.

Make its moves leaf blade, spirit shackle and brave bird and you're golden.

Honestly Speed Boost wouldn't even shove Decidueye into Ubers. Unlike Blaziken it has mediocre attacking stats, bad STABs, and overall weak attacking moves, and lacks coverage options. In exchange it gets... Nasty Plot? Might be enough to dredge it into OU since Speed Boost is pretty busted, but that's about it.

Well, it's a bug-type and some species of cockroaches have wings(Pheromosa's cutscene with Koko shows it gliding too). Not to mention there are other non-butterfly inspired bug pokemon that learn quiver dance.
