It starts with several ideas for niches, then people vote and stuff, and the process continues with typing, design, name, movepool, etc.

Plasmanta's concept actually got made by GF with Pyuku. Like what everyone thought at the tie, the concept mostly needed a custom ability that CAP refuses to make now.
