I'm normally not the one for shipping, I'm surprised there isnt more art of these two. I mean even in what little dialouge Ryuki here has, he seems like a perfect fit for ol' Roxie.

I like fluff when it's a small story but I agree, in general romance is a lot better when it's not the main focus.
You forgot another point, though. Make sure the way the character treats romance is in-character. Of course, most shipping fics contain with a PC so the writer can put its own headcanon into it but for example Drew crying because he thought his love rival Ash died is garbage.
Although in-character applies for a fanfic of any fictional medium.
