The only thing holding Lapras back is the CP cap, 2600 is not enough with everyone having multiple 2,6k+ Vaporeons and 2,8k+ Rhydon/Gyarados.

The traveler visits the gym they were kicked from, only to find it's a level 10 gym ruled by Team Rocket! At the top of the gym is a legendary pokemon. In order to take the gym back, the traveler has to defeat all ten rounds and releases the captured legendary. That legendary is one of four and is happy to join the traveler. Niantic could limit the traveler to one legendary per month, so everyone gets a chance to free one from Team Rocket. I believe this would pump interest back into the game. What are your thoughts?

Are Lapras even as decent to sit on gyms these days as they used to be? I mean they have above average HP but don't have the easy high CP like some other options.

Most of these eggs were gained during the xmas event, so I'm counting on many baby mons. Sure those will all be new dex entries since I only got a Pichu so far. However I'm hoping for Chansey and Snorlax the most and Hitmonlee/chan for once too because of new dex entries. Omanyte and Kabuto would be useful for more candy and Lapras is always nice (but I already hatched those twice and caught once next to my home surprisingly). Dratini are everywhere here so I honestly don't want to hatch one unless if it has 90+ IVs.

In terms of efficiency though isn't Cloyster a better ice type attacker? It has much less HP but way better defense so you're going to lose less health, especially with dodging.

Arcanine wasn't significantly nerfed, not more than what Lapras would have been. In fact, it's still arguably the best Fire type in the game (Charizard and Flareon are better in some regards, but worse in others).

The problem with Arcanine is that a sizeable amount of its potential counters got buffed into oblivion, namely Vaporeon, Gyarados, Golem and especially Rhydon, so it no longer reigns supreme in any biome and its use has become much more fringe. Worse yet, Arcanine may be now in an awful limbo where it's a subpar attacker, a bad prestiger and an awfil defender.

Now it's arguably the best mon against Grass types, but that's about it.

My long time friend just got out of the hospital after nearly losing both his legs after being hit by a drunk driver this fall. He and I played GO all summer and he wants to continue playing - i would visit and lure up a pokestop he could hit from his hospital bed.

I'm in a mountain biome. At first it doesn't seem to make sense for a Lapras to appear there, but when you think of it, mountain area are usually cold which is my case and Lapras is an ice type. It might be why Shellder is fairly common in my area, because is evo is part ice type.
It could also explain why Dratini is rare in my area.

Mixed feelings on this batch. 3 new dex entries with the baby mons, one step closer to kabutops and Lapras are always welcome. However this is the 3rd Lapras I hatched (and one caught in the wild) while I still don't have any Snorlax, Chansey, Hitmonlee/chan. Weird how that goes.

Because they have low dps and usually are not the same type as the mons while those same mons usually have a same type one bar move, which is not brick break and Hitmonlee's case.
The result is stone edge dps is not a lot better than brick break on Hitmonlee wihen you add the lack of stab, and you'll take damage while using it unlike brick break.
You also want the same type for your fast and charge moves so the mons you're fighting will be weak to both or get synergistic type moves like flying and fire. From you're own example, Gyarados and Dragonite will both resist the fast move.
