It was always bad, the 10 point Speed drop means it gets outsped and killed by the same Pokemon that regular Garchomp outspeeds and kills

It's best to use this set under sand so it gets the boost on stone edge/earthquake
The speed ev's guarantee you out-speed all base 85 mons with a + nature. You can swap the hp ev's into attack if you want a little more power over bulk.

You want 'best' IVs in everything except sp atk (unless you're running a mixed set). Personally, I use:

dragon claw/earthquake/poison jab/protect
Bear in mind that I run a doubles rain team, and garchomp is pretty much only on there to take out electric types and then switch out. Poison jab is to take out tapus if he's forced to, protect is because doubles, earthquake is his best stab and dragon claw because it doesn't lock you into the same move for 2-3 turns or cause confusion like outrage does, although it does deal less damage.
As far as what the best build for garchomp is, that depends on what role you want it to serve, OP
