All the Rockets in Johto had shitty teams. How can anyone defend this?

Archer's super badass final team of Houndour, Koffing, and Houndoom deserves mention as well. At least later teams had some semblance of them trying to have a decent team.

Yeah. Also Archer and Ariana are the only Rockets to ever use Johto Pokemon. It's like in XY where Flare use basically no Gen 6 Pokemon aside from Lysandre's Pyroar.

Using Kanto Pokemon is fine, but I always felt in a new region there should be at least a few grunts using the new Pokemon as well, to spread out exposure of the new stuff. There's no reason Rockets couldn't be rocking Spinarak and Ariados, for example, as well as the typical Zubat/Ratttata/Grimer/Koffing.
