What advice would you have for someone getting into the card game?
There's a lot of people playing it at my campus, but I never got beyond the video game. I played mtg for a while tho, and watched some tutorials, I'm quite sure I'd be able to play a few matches. Should I wait for the Sun and Moon releases to come out? I was thinking of picking up the Primarina deck since it was my starter in the game, but I've heard some people say those decks are virtually worthless.
What would you recommend to start with?
Looking more to play for fun, might dabble into local tournaments but no more than that, so really expensive decklists are off the board.

This. I played HGSS and was so mad when all my cards rotated out. At least $5000 gone every major rotation.

Octillery can be used as a budget option, but it's not the same as Shaymin.

Roaring Skies (the set Shaymin is in) will rotate after the World Championships (held in August).
Depending on how seriously the people you know take the game, it might not be a big deal. Obviously tournaments will follow format restrictions, but casual players might not care. That said, if they are casual players they are unlikely to be using Shaymin.
