Is Mewtwo a weapon?

In the anime, the first Mewtwo is (or was) and the second's reason was unknown. In the games it is unknown as well.

In the games it's never explicitly stated exactly why it was created. I think it was just a science experiment to see how powerful a Pokemon could become (just out of curiosity). Due to its capabilities though I think it (or other subsequent clones) would have eventually become weapons at the hands of Team Rocket or other evil organisations.

In the anime, it was created as a weapon due to Giovanni hiring Dr. Fuji to clone Mew so he could possess the most powerful Pokemon in the world (which he did for a while). Another team created a second Mewtwo in the Best Wishes series, but we don't know why they did so (they looked pretty evil so it was probably for a reason similar to Giovanni - a.k.a. as a weapon).

One, mewtwo isn't a clone in game.
Two, rocket had nothing to do with it.
