Design, competitive or just in general?

For competitive, then it's probably Blastoise due to the Mega. If you don't count the mega, then Feraligator due to Sheer Force.
Samurott is just bad.

Design wise Samurott is the worst Pokemon of all, and Feraligatr is an ugly mess like most of gen 2. So that goes to Blastoise easily.
Utility wise Feraligatr is bad Gyarados, Blastoise can at least spin and Samurott is HM slave only tier. So I guess Blastoise wins that too.

I like all three, and Blastoise was my first, but I like Feraligatr the most design and personality wise.

Feraligatr is better for sweeping
