Unless you go full retard like beedrill, a few stats aren't going to save a pokemon. With speed investment that heatmor could be used to mow down basically any steel type and cover a team weakness to scizor, celesteela and magnezone. It's not great, but it's niche and gives him some use that he would never find otherwise.

Basically, you could switch in on a super effect move, then immediately switch out and cause the move to fizzle and miss, dodging the damage on both pokes.
