I was actually basing it off of the Pokedex description. The Pokedex mentioned Registeel's body can't be scratched, so this is what I had in mind for it: Glancing Blow - Moves that make contact do 50% damage. Though that might not be as good as Reforge.

Regice's entry mentions that it cloaks itself with -328 degree air, can't be melted even by fire, and things freeze just by going near it.
