Upon further investigation, only Pokemon in the "undiscovered" egg group get 3IVs. This is Pokemon that cannot breed their own kind. Manaphy is the only non-undiscovered egg group Pokemon that will receive 3IVs when gotten from an event.
It also seems that baby Pokemon only got this 3IV boost in XY, and that it was removed in ORAS.
