Why no Alolan Pichu and Alolan Pikachu?

The same reason Cubone and Exeggcute didn't get Alola Forms.
Laziness.
Though in Pikachu's case it was likely more along the lines of them not wanting to alter its design significantly, whereas Cosplay Pikachu is just a Black-tipped Tail and Cap Pikachu is just Pikachu with various Ash Caps.

Exeggecute would still be the same. It's exeggutor that doesn't grow properly in other climates. It'd kinda go against the claim that alolan exeggutor is the true growth pattern if the base seeds were different.
Cubone is useless mandibuzz food, so it fucking died.
Really though, cubone is kinda weird with the full type change. It maybe should've gotten a form. I don't think there was any significant reason it didn't, and I don't think it went against the theming for alolan marowak.
