OP, Z-Hidden Power is programmed to always be Normal-type no matter what. At least Type Gems boost Hidden Power. I wonder why Game Freak decided to not release them anymore since XY, is it because is an "Unova thing"?

Either they thought gems were broken, or they had the idea of z moves since gen 6 and made them disappear in preparation.
