I mean I was about 11 when R/B hit the shelves and grew up with the series, and from my perspective the latter the generation the less forgettable it's roster is.

I think Seel hits that sweet-spot of being a forgettable Pokemon because it's like the epitome of gen1 simplicity, it's completely unremarkable in the meta aspect, and it's had almost 0 presence in latter games.

I think Phione is the all time winner for this. Nobody is going to encounter it ingame. At least with Swanna or Lumineon, you'll see one or two in the wild, or used by a trainer. Phione can only be seen by breeding a Mythical, which flies in the face of common sense. And it's pretty much inferior in every way to Manaphy, so there's not much reason to use it.
