Because gen 3 and lower tiers were very arbitrary in nature. They were based on the whims of a person who happened to be currently in charge of managing the tier list. For example, if the tier leader felt that Slaking was too strong for UU, often without any empirical evidence to back it up, it was considered BL, period.

This happened because smogon didn't start collecting usage data from simulators until gen 4's Shoddy Battle, which lead to a lot of weird tier placements that were later found out to be bullshit (eg. gen 3 Blaziken being OU). No one really bothered to update any of the lower tiers though, which is why gen 3s BL is still bloated as fuck and will probably remain that way until the end of time.
