It's a boss fight numbnuts, it's not supposed to be a free exp bag like all the trash trainers you run into in routes. The difference between 80 base attack earth power and 100 base attack earthquake is massive, especially now that the trainers have EVs.

Because as always casuals come first. Same reason so many trainers only have one Pokemon in this game. Even after you complete Kiawe's trial I am still seeing trainers with only one Pokemon against my Gyarados, Brionne, Magnemite, Trumbeak, and my other two Pokemon.
