There are a lot of reasons why making a game that is every region would be a bad idea, one is that it couldn't possibly live up to anyone's expectations and the other is that neither Gamefreak or Nintendo have any interest in making "the pokémon to end all pokémon" because they've made bank on this shit for the past two decades and it wouldn't be in their interest to burn it all out, especially for something which might not even be good or profitable.

And I'm inclined to see them follow their bottom line on this one, I much prefer seeing the games grow and change over time than make one giant clusterfuck that'll end the series.

STUPID fucking idea. Not only would the workload be strenuous as hell, but no games life can last forever.

Never mind the fact that would be a huge inconvenience to the player who might want to switch between the two styles. The BIGGER issue would be not only updating older sprites to new 3D ones for every game that isn't ORAS (since its the only remake to date with 3D graphics), but they'd have to do the reverse version too by making newer models from X/Y and S/M look like classic sprite work from the gameboy days, which is probably even harder to do than updating older models. This includes the player, npcs, locations, and literally every single pokemon in existence being remade from scratch to make it look like it came from an older generation.

Again, too much work for such an insignificant feature. Plus, how would that even look in the gen 1 sprite style when your character when the sprite is so compressed and small that you wouldn't even notice new clothes or hair?

Choosing what buildings go where on what route, choosing what trainers are on any given route and what class they are, what pokemon that trainer will have, what moves it will know and what level it'll be, deciding what pokemon are available on any given route AND their encounter rate, when scripted events like battling your rival and fighting whatever evil organisation you choose (provided they give you a choice instead of designing your own) will happen, deciding what every single npc will say, what the gym leaders are and what they specialize in, and what the pokemon league will be like!

ALL OF THAT is assuming they give you a base region to work from in the first place as opposed to designing your own!
