1. you need a 5 star to dye bright blue. if you mean the aqua blue, you need a blue shop, and if you mean the royal blue, you need a navy blue shop. it costs 1500 fc or you can get them randomly through moon only

2. it costs 100 fc to dye anything. that includes bright blue.

Thank you, no one has any screenshots and serebii and the official guidebook both said it was more expensive than normal, so i got confused
