Move relearner can't teach pre-evolution only level up moves. Raichu has no level up moves and A-Raichu only learns psychic when evolving.
So unless you need a psychic move or really need that stat boost, I'd say wait until your pikachu has learned all the moves you want.
Just double check if a move can be taught with a tm so you don't waste too much time.
For example thunder is listed as a pre-evo move which pikachu learns at 58 but you can also use tm25.

What's with people wanting Pressure or Intimidate for chaining though? I heard someone say it increases SOS chance. Does it stack with Adrenaline orb? Does it activate once and then stop, or can it stack? Or does it only apply while the Pokemon is out.

Apparently they do increase SOS chance, but I don't really see the need for that if you're using an Adrenaline Orb. Maybe it stacks, maybe not, but a False Swipe'd, Adrenaline Orb'd Pokemon will call for help like 90% of the time anyway, so any marginal benefit is negligible.

I use Decidueye for my chaining. It learns False Swipe, and its Ghost typing negates a lot of what wild Pokemon will try to use, including a lot of self-KO moves.

I understand that it now gives 8 effort values for each pokemon defeated, but does that also includes pokemon summoned through sos signaling? If so then that would mean if I defeat two pokemon in the same battle then it would give 16 HP EVs right?

It does include summoned ally Pokemon, but in fact it's even more powerful than that -- Pokemon summoned by SOS have their EV yields doubled.

So if you defeat two Pokemon (one initial, one SOS) with a normal HP yield of 1, the total will be [1 (base) + 8 (Power Weight)] + 2*[1 (base) + 8 (Power Weight)], for a total of 27 EVs for the two Pokemon. Each additional ally you defeat will give you another 18 EVs.

No. It used to, but they changed that starting in Gen V. It no longer does.

Yes, exactly. You can get Destiny Knot at any level.

But there is a lower chance. Anecdotally, I didn't get any early on, but they started pouring in when my Pickup-ers hit Level 40. With three Pickup Meowth on my team, I actually got two in one battle at that level.
