We could've had our first Fire/Fairy and second Ghost/Fairy, rather than 3rd Grass/Fairy and 3rd Water/Fairy.

Grassy Terrain would still fit Fire/Fairy since Fire-types often get Grass coverage (and the EQ neutrality would be great). Plus Bulu is found in a desert.
Ghost/Fairy still fits Fini's mist theme, and the Japanese text ties her ruins to the underworld.
