In short, VGC only allows you to use pokemon born/caught in Alola AND that are in the Aloladex, bar Zygarde, Cosmog, Cosmoem, Solgaleo, Lunala and Necrozma.
Also, doesn't allow your pokemon to hold megastones.
So Pokebank would only impact in letting a few mons get some eggmoves they couldn't before, as well as making available some non-Alolan forms, and possibly allowing some non-Alolan form mons that aren't Raichu, Eggy and Marowak

Primarina is completely and utterly outclassed by Tapu Fini, especially without her HA which would at least give her some utility in dealing with sub bullshit. Her niche is that she hits harder unboosted but it can't run calm mind so after one turn on the field Fini will usually be better offensively as well.

Again, if it had HA it'd be like C+ but without it, Primarina is a not-so-bulky bulky water in a meta with several straight up better options that have non-useless abilities.

I can agree that Primarina is more niche than not, but I don't think it's very easily compared to Fini. It has a wider variety of possible strategies.
